China Focuses on "Double Five-Star" Patents for Commercialization

Recently, the China National Intellectual Property Administration (CNIPA) issued a notice requiring local authorities to prioritize the transformation and utilization of "double five-star" patents. The move aims to accelerate the implementation of patent industrialization projects, further advancing the commercialization of existing patents held by universities and research institutions.

This initiative aligns with CNIPA’s broader strategy to deepen patent conversion efforts and establish long-term mechanisms. It specifically addresses the need to analyze patent evaluations from both academic and corporate perspectives, enabling targeted measures for rapid patent transformation.

What are "Double Five-Star" Patents?
These are patents within the university and research institution revitalization system that receive a top five-star rating from their owning institution and at least one five-star rating from an external enterprise.

Key Requirements of the Notice:

  • Resource Concentration: Local governments must align efforts with regional industrial development, prioritizing policy, funding, and services towards "double five-star" patents. Focus areas include data mining, promotion, matching, and implementation.

  • High-Value Focus: The goal is to efficiently revitalize existing academic patents, particularly in key technology fields, by accelerating the commercialization of high-value patents with strong technical merit and market potential. This seeks to expand the scope and impact of such projects, boosting both economic and social benefits.

Specific Implementation Measures:

  1. Data & Analysis: Local authorities must promptly download "double five-star" patent data, conduct in-depth analysis, and classify/distribute it based on the needs of government bodies, industrial operation centers, and enterprises.

  2. Targeted Promotion: During cross-regional patent matching events, intellectual property outreach programs ("IP Service Miles"), the "Thousands of Schools & Ten Thousands of Enterprises" partnership initiative, and large-SME collaboration events ("Hundred Events, Ten Thousand Enterprises"), batches of "double five-star" patents should be released and showcased by industry sector, emphasizing their interpretation and promotion.

  3. Project Selection & Support: Integrate with key local tasks like investment and business attraction. Select high-value patents from the "double five-star" pool as key industrialization projects. Leverage patent navigation for decision support and utilize resources like concept validation centers and pilot testing bases to increase project success rates.

  4. AI-Powered Insights: Utilize large-scale AI models to deeply mine and analyze "double five-star" patent data. Prioritize pilot applications within key local industries to efficiently identify high-value patents with strong commercialization prospects.
