The meeting of directors of national intellectual property offices was held in Beijing

The attending comrades unanimously agreed that the directives from the leaders of the State Council fully affirmed the achievements made in the development of intellectual property, set clear requirements for the new year's work, and expressed earnest expectations. These directives are highly targeted and instructive, fully demonstrating the high regard for intellectual property work and the warm care for the cadres and staff of the intellectual property system. The entire national intellectual property system is deeply inspired and greatly motivated, and will diligently study and implement these directives, striving to create a new phase in the development of an intellectual property powerhouse.

The meeting pointed out that during the 14th Five-Year Plan period, the Party Central Committee with Comrade Xi Jinping at its core placed intellectual property work in a more prominent position, formulated the Outline for Building a Strong Intellectual Property Nation and the 14th Five-Year Plan, marking a new historical chapter in the development of a strong intellectual property nation. Over the past five years, the national intellectual property system has thoroughly studied and implemented President Xi Jinping's important directives on intellectual property work, as well as the decisions and arrangements of the Party Central Committee and the State Council. It has successfully accomplished the first-phase goals of the Outline for Building a Strong Intellectual Property Nation and all tasks set forth in the 14th Five-Year Plan. Significant strides have been made in building a strong intellectual property nation, with notable improvements in intellectual property governance capabilities and standards, stronger legal safeguards, sustained enhancement in the quality of innovation, comprehensive reinforcement of protection measures, accelerated realization of utilization benefits, continuous optimization of public services, deepened international cooperation, and more solid foundations for development. The 2025 Global Innovation Index Report released by the World Intellectual Property Organization shows that China's ranking has risen to 10th place, marking its first entry into the global top ten. The country now boasts 24 global top 100 innovation clusters, maintaining the top position for three consecutive years.

The meeting pointed out that in the just-ended 2025, the national intellectual property system adhered to a results-oriented approach, striving for progress with diligence. It effectively carried out in-depth education on implementing the spirit of the eight-point decision of the Central Committee, focused on improving the quality and efficiency of intellectual property examination, strengthened intellectual property protection, promoted transformation and utilization, optimized service provision, and deepened international cooperation, successfully concluding the 14th Five-Year Plan period with outstanding achievements. These accomplishments were fundamentally attributed to the leadership of General Secretary Xi Jinping and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

The meeting emphasized that the 15th Five-Year Plan period is a crucial phase for laying the foundation and making comprehensive efforts to achieve basic socialist modernization, as well as a key period for building a world-class intellectual property powerhouse with Chinese characteristics. We must accurately grasp the overall requirements, objectives, and key tasks for the development of intellectual property (IP) in the 15th Five-Year Plan period, adhere to pursuing progress while maintaining stability and improving quality and efficiency, firmly establish and earnestly practice a correct view of achievements, strive to achieve a strong start for the 15th Five-Year Plan, and high-quality launch a new phase of building an IP powerhouse.

The meeting outlined eight key tasks for 2026. First, uphold the Party's overall leadership and effectively implement the major decisions and plans of the central authorities. Second, accelerate the improvement of intellectual property creation quality to support high-level self-reliance in science and technology. Third, significantly enhance intellectual property protection to foster a better innovation environment. Fourth, expedite the realization of intellectual property utilization benefits to promote high-quality economic development. Fifth, optimize and upgrade intellectual property services to strengthen efficiency and quality. Sixth, deepen international cooperation in intellectual property to serve high-level opening-up. Seventh, advance the intellectual property foundation-building initiative to continuously consolidate the foundation for development. Eighth, persistently strengthen Party building and integrity in governance to provide robust political safeguards for high-quality development.
