The Party Leadership Group of the National Intellectual Property Administration Held a Theoretical Study Center Group Meeting to Promote In-Depth Implementation of the Central Eight-point Regulations and Ensure the Learning and Education Are Deep and Practical
On May 21, the National Intellectual Property Administration convened a special study session of the Party Leadership Group’s Theoretical Study Center to thoroughly study and implement General Secretary Xi Jinping’s important remarks on the in-depth implementation of the Central Eight-point Regulations, and to conscientiously understand the “Effects and Experiences of Implementing the Central Eight-point Regulations since the 18th National Congress,” “Eight-point Regulations Transform China,” “Regulation on Strict Economy and Opposing Waste in Party and Government Organs,” and “Several Provisions on Combating Formalism and Bureaucratism to Reduce the Burden on Grassroots Levels.” Combining theory with practice, the group engaged in collective learning and discussions to promote deep, real, and effective learning and education. Shen Changyu, Secretary of the Party Leadership Group and Director of the Administration, presided over the meeting and delivered a speech.
At the meeting, members of the Party Leadership Group and officials responsible for patent work shared their learning experiences. Everyone agreed that since the 18th Party Congress, the Party Central Committee, with Xi Jinping at its core, has effectively addressed problems through the formulation and implementation of the Central Eight-point Regulations, resolutely tackled the “Four Winds” (formalism, bureaucracy, extravagance, and waste) with a persistent spirit, resulting in a renewed Party conduct and government ethos, a continuously improving social atmosphere, and greatly strengthened the Party’s and the people's support. These achievements are fundamentally attributable to Xi Jinping’s leadership and to the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is necessary to further deeply understand the decisive significance of the “Two Establishments,” thoroughly study and utilize the significant results and valuable experiences gained from implementing the Central Eight-point Regulations, and establish and improve normalized and long-term institutional mechanisms for work style development. This will provide a strong organizational guarantee for building a powerful country in intellectual property and demonstrate firm commitment to the “Two Upholds” (upholding the authority and centralized leadership of the Party Central Committee with Xi Jinping at its core).
The meeting emphasized that in-depth implementation of the Central Eight-point Regulations and related learning and education are key tasks for Party-building this year. General Secretary Xi Jinping attaches great importance to this work, delivering multiple important speeches, issuing key directives, and guiding grassroots efforts to promote learning and education. The entire agency must follow the latest important speeches and directives of Xi Jinping, align with the central deployment, focus on key tasks, continue targeted efforts, and advance learning, inspection, correction, and rectification in a coordinated manner to ensure tangible results.
Deep learning and practical action: Learning Xi Jinping’s important remarks on strengthening Party conduct and governance, and the spirit of the Central Eight-point Regulations and its implementation details, must be integrated into the entire learning process. Party members and cadres should study carefully, understand thoroughly, and act earnestly. They should accurately grasp the principles and essence of the original texts, deeply understand the core ideas, and recognize that the Central Eight-point Regulations are long-term strict rules and hard measures. This will enhance their initiative and consciousness in implementing these regulations.
Strict inspection and genuine rectification: A comparison should be made against the Central Eight-point Regulations, its implementation details, and the “Two Lists” (list of issues and list of responsibilities). Outstanding problems should be identified, and a rectification ledger established. Measures should be devised to tackle problems directly and effectively. The supervision and inspection of rectification work must be strengthened to ensure problems are solved thoroughly. Warning education should be enhanced through typical case disclosures, and warning education meetings held to educate staff through examples close to their daily lives.
Establishment of systems for normalization and long-term effect: A combination of “immediate correction” and “long-term establishment” should be adopted. Based on problem analysis and rectification efforts, risks in the exercise of power and weak points in supervision should be identified, with improved systems, gap-filling measures, and strengthened enforcement to prevent problems from recurring. The successful experiences from learning and education should be summarized into institutionalized practices for persistence, cultivating habits, and forming customs. It is also necessary to actively promote the transformation of learning achievements into a powerful driving force for building an intellectual property powerhouse and into tangible outcomes that support high-quality development of the intellectual property sector.
