2025 Plan for Advancing the Construction of a Strong Intellectual Property Nation Issued


Recently, approved by the inter-ministerial joint conference on the construction of a national intellectual property powerhouse, the Office of the Joint Conference issued the 2025 Plan for Advancing the Construction of a Strong Intellectual Property Nation, outlining 118 key tasks across seven key areas.

In terms of improving the intellectual property (IP) system, the plan proposes enhancing IP laws, regulations, and policies; reforming major IP policies; and refining rules for emerging and specific fields. Specific measures include advancing the revision of relevant laws and regulations, establishing an efficient integrated IP management system, preparing the 15th Five-Year Plan for IP development, and accelerating research on building data-related IP protection rules.

To strengthen IP protection, the plan emphasizes enhancing judicial enforcement, administrative protection, and collaborative mechanisms. Key actions include improving and fully implementing punitive compensation systems for infringement, deepening comprehensive prosecutorial oversight for IP cases, launching law enforcement campaigns, and strengthening inter-departmental and cross-regional collaboration.

Regarding the IP market mechanism, the plan focuses on boosting the quality of IP creation, promoting utilization, and advancing market-oriented operations. Measures include improving patent and trademark examination efficiency, supporting core technology breakthroughs through IP systems, implementing campaigns to accelerate patent conversion and application, fostering patent-intensive and copyright-intensive industries, and prudently developing IP finance.

To enhance IP service efficiency, the plan highlights expanding public IP services and regulating the IP service industry. Initiatives include universalizing accessible IP public services and intensifying oversight of IP agencies.

Additionally, the plan outlines measures to cultivate a positive IP cultural environment, deepen global IP governance participation, and strengthen organizational safeguards. (By Cao Menglu)
